In 1957, the federal Library Services and Construction Act (P.L.597), a matching grant program, was passed to provide aid monies for the development of rural library services. The state legislature passed a matching appropriation. In response to the availability of this federal and state aid, the Library Division developed "The Minnesota Plan," a plan to bring about the regionalization of the public library system in the state's more rural areas.
